From an engineering point of view, there are a few bits that are far from ideal. The length of the steering tube is too short to give decent support to the forks - spacing the bearings further apart wouldn't cost appreciably more, but would make it more durable.
If you look carefully, you'll see that the seat actually IS sprung - it's mounted to a curved piece of metal that acts like a spring. We had one of these in our antique store for age before someone bought it to use as part of their decor, and our daughter actually used to ride it!
