Something like that happened by accident at the house where I grew up. The neighbors had a large young black lab that was very hard on their aging fence, and eventually part of a board fell out. The lab loved to watch us kids playing, and tried his best to fit through the hole to get at our very small cat.
One day the cat had enough. She sat herself down right in front of the hole. Every time the overgrown pup stuck his nose through, she scratched it. It took her about fifteen minutes to train the dog to keep his nose on his own side of the fence. It was one of the funniest things I've ever seen.
I've seen several fences over the years with what we always called 'barking holes'. The best have a screen sandwiched in the hole so unwanted small furry intruders can't climb through.
