Rain gutter used to replace the middle board; adaptation apparently developed at a vinyard somewhere. One reader at Reddit suggested screwing it in with the brackets underneath, which might even allow the middle board to be repositioned.
It's probably screwed in from the top for maintenance reasons. During the hot months the wood planks will expand and squeeze together, during the winter they will contract and pull apart.
Screwing them in from the top ensures that even if the movement of the planks is enough to loosen the screws, gravity will still take over and hold the win in place.
