Additional info from the Flickr site: The location of Culi Cafe is Hanoi, Vietnam. The "ransom" would be equivalent to about $5 USD. This was most likely posted at an expensive cafe attracting tourists wanting to use their clean toilets. And finally, "culi" is the Vietnamese word for a type of monkey, the Slow Loris.
