The discussion thread at the via offers the possibility of a dragonfly - "they like spin them around and use pressure until the wasp's head pops off. Seen it myself after watching a wasp and dragonfly battle for a couple minutes.
I would have guessed a mantis, but since this specimen was found atop a patio table, perhaps the dragonfly is the more likely culprit. A National Geographic post lists other animals that decapitate victims. Here's more info re dragonflies.
