I had to check, since it sounded like an Onion parody.
Turns out the article was real as was the quote, but it was taken a bit out of context to the article as a whole.
Here's a quote from the article: "In fact, 2 out of every 3 smokers does not die from a smoking related illness and 9 out of ten smokers do not contract lung cancer," Pence wrote. "This is not to say that smoking is good for you. News flash: smoking is not good for you."
In the op-ed, Pence also urged people to quit smoking.
Apparently the statistics have also changed since he wrote those numbers
