Which legal action is more ridiculous?

1) The city of Attleboro, Massachusetts, threatens to put a lien on a 74-year-old blind woman's house because her water bill was underpaid... by one cent. (The notice was mailed in a letter with 42c postage)

2) A homeless man in California, convicted of starting damaging wildfires, has been ordered to pay $101,000,000 in damages. Of course, just because he's a homeless transient doesn't mean he doesn't have some assets. He might, for example, have lots of shares of General Motors stock. Oh wait... never mind...
