This doesn't actually surprise me. When I worked as the manager of a video arcade I was running the redemption counter one day. A kid who was obviously at LEAST 12 years old came up with 20 tickets. I spent ten minutes explaining to the kid that he couldn't have anything the cost more than 20 tickets. This was a difficult concept despite the fact that all the prices were clearly labeled on the prizes. Finally he selected a ten ticket item. "YES!" I cried. "You can have that! It's only ten tickets and you have twenty!" I gave him his prize. His response? "How many tickets do I have left?"
