Provided the management hasn't taken steps to ensure that you will choke, nor to ensure that you can't stop choking once started, then it seems quite reasonable. Are you required to give assistance in the US? You are in France - if someone were choking and you could help but didn't you would leave yourself open to prosecution.
In the United States, you're required to ask the person if they have health insurance. If they're choking and can't speak, they can signal with their hands.
