Nepkarel, I'm guessing (and it's only that) that the rumors began when some locals saw immigrants harvesting wild ducks from local ponds or lakes for food.
DeleteThere was a picture of a man carrying Canada geese that Republicans were using to "prove" claims of Haitians eating pets. Those continue even though Vance admitted he made up the story.

DeleteTo me, the surest way of figuring out something is a conspiracy theory is that it makes no internal sense. Which is ironic, because they're made-up, so there's not reason for internal contradictions.
Ironically, if you're worried someone might try to eat your dog, don't call the cops (in the USA anyway), because they're more likely to shoot your dog than for it to be eaten by immigrants. As I learned from a depressing Imgur video that said cops shoot 30 dogs a day in America.
