As he points out, you need to build out the parallel road network sufficiently to make this a good alternative. Starting in the 60s without a built out city to contend with lets you do that. Note also, these are short local trips. No one is going up to Atlanta, even if they had a safe lane to drive in. There is a market niche for small urban transport vehicles (like Japan's Kei cars) but we are wedded to the seating for five/trunk space for 2 weeks of luggage model.
