Based on the comments, it seems to mostly be a cost-saving measure, plus protection from heavy winds
Some comments are saying that it helps airflow and that a fully covered area would be hotter than a perforated roof, but I don't think I buy that - I live in a hot country and the killer is always the sunlight. More of it that you block, lesser the heat that gets to your car, especially when you can achieve airflow with a lightly tilted roof.
