"Marbling" technique demonstrated
Basically, paint is floated on water, then lifted off with paper. Wikipedia has details of the procedure, background history, and a gallery of examples. Looks easy enough that even an artistic klutz like me might be able to do it.
I have done this with good success since I was about 7 or 8 years old. I may be able to produce some examples at this late date, but I wouldn't count on it. It was, after all, well over 60 years ago.
We used to do this as a childrens' craft - though with rather less dexterity.
