It took me a while to figure this out...
It appears to be an artificial beach made of wooden decks, covered with sand, leading to a swimming pool submerged in a river. Other photos in the album seem to show a canvas cover over the entire complex, presumably for inclement weather.
Found at the Widelec photoblog, where there's a "boatload" of pictures, but the location was unspecified. Finally found the answer in the old reliable Wiki:
"The Badeschiff (in English, "bathing ship") is an old barge or cargo container that has been converted into a public swimming pool in Berlin. Beached on the shoreline in the East Harbour section of the River Spree, the Badeschiff allows citizens to swim in a safe and sanitary environment in their river, at least in a figurative sense. The Spree itself is far too polluted to permit safe bathing."
