My department's standard unwritten policy was never go to a place with freebies more than once a week, and if its a sit down restaurant with waitstaff, you tip them the cost of the whole meal. McDonald's used to give out free meals to officers and I knew of one guy from a different department who abused it, ordering huge meals, knowing he wouldn't be asked to pay for it. It was so bad we all knew it and complained to his chief. The chief contacted the restaurant and told them to charge the guy.
