They apparently have a similar 'fire escape' on a building here in San Francisco- when I first noticed it, I assumed it was under construction since it would obviously kill as many as it wouldn't save. But it was never... 'completed.'
it's the only access to employment by the bathhouse herbalist. Go there you must, lest you fade away.
It may be an art installation, but it's still a horrifying image!
