Via Wellthatsucks, where the title "coolers down for a few minutes" may or may not be precise, but the result is apparent. Informed commentary at the link by various people who have worked in the food industry.
In Florida, where lightning strikes and hurricanes are commonplace, all supermarkets are required to have a natural gas-powered generator on site that can be fired up automatically in the event of a power outage. They're still working on the nursing homes, though.
In France, there's a law that bans supermarkets and restaurants from throwing away food. They MUST have a plan in place to forward 'left-over' food to foodbanks and similar organizations. Presumably, they also got rid of stupid regulations like this.
