Who was "the noblest Roman of them all" ?

A closing oration in the final scene of a Shakespeare play (that need not be identified here) includes these laudatory words:
This was the noblest Roman of them all...
His life was gentle, and the elements
So mixed in him that Nature might stand up
And say to all the world, “This was a man.”
To whom was the speaker referring?
a) Marcus Brutus
b) Augustus Caesar
c) Marc Antony
