The man is asked what he expects the drugs to do to him and he answers "They will kill me and make me happy." Certainly not in that order, don't you think?
I don't believe there are any mood-altering drugs in the lethal cocktail. I interpreted that statement to mean that he expects to be happy when death relieves him of his suffering.
