I wonder what population distributions would look like if taxpayers weren't constantly bilked to bail out residents. Would cities be built further off the coast, or houses built on stilts? How about houses built partially underground to stand up to hurricane, but watertight to stave off temporary flooding? Since you're the dopes paying, they just build the same old houses, with the same dumb results.
As an aside, I'm glad that progs have a tangible enemy to pour their derision into. It's easier than addressing issues, isn't it?
