Looks like a publicity still from the early 1900s Wizard of Oz musical. http://en.wikipedia.org/wiki/The_Wizard_of_Oz_(1902_stage_play) I've taught a class on the various incarnations of The Wizard of Oz, and I'm fascinated by the early musical version and how it deviated from the original book, yet some of it made it's way into the MGM movie.
