It's not true that America doesn't manufacture anything useful. Boeing makes the 64D Apache helicopter, which can execute a barrel roll while simultaneously triggering flares to confuse heat-seeking missiles. Presumably this will awe the opposition into submission.
Those are not munitions they're flares. I can't remember what the benefit was but for some reason in evasive maneuvers they roll and fire the flares inverted to throw off heat seeking weapons.
