These are not yellowjackets, wasps, or bees


This composite photo, from Wiki, shows hoverflies. They are innocuous (from a human standpoint) but are good predators versus aphids and other plant pests, so are favored insects to have in a garden. The resemblance to wasps (quite striking if you enlarge the picture above) probably helps deter predators.
