An inkjet print of the Seurat painting reenactment would be composed of tiny dots, but the digital image isn't composed of dots. Pixels are contiguous and simulate a specific tone and color so the aren't nearly as analogous to pointillist technique as an inkjet print. The turtle in the picture represents the unofficial mascot of the town and the college, based on the Native American effigy mound in that shape just west of the river.
