I would presume spillway built to handle the water levels when that small bridge was built during a later period. No major current in the pond; I just assumed the net was like one of the swimming areas that are arc'ed out with buoys. The trees in the center of the painting cast fairly strong shadows: towards the left and down. If you are right in your assumption that the fishermen are unloading the net and If the net is full, fish can bow a net by struggling against it; they swim against the current so a net can bow as pictured - against the current. Carp, I believe, are gill breathers so they would have to keep swimming forward to get oxygen or drown. The Big House http://www.glosterhouse.ie/about-gloster-house/gardens/ in the Irish Midlands where my grandfather was born still has a cascading set of five stew-ponds http://www.glosterhouse.ie/wp-content/uploads/2016/01/stew-ponds.jpg a few yards to the East of the facade. You can (barely) see them on Google maps http://tinyurl.com/ljcugfu One neat thing about the ponds is the series of leats and drains on the hills above which fed clean oxygenated water through the system. All good fun if you like carp (all scales, bones and tasting of mud, blehhh). The ponds worked for at least 200 years. As the 4th son, my grandpa had to sling his hook and seek his fortune elsewhere; as a hobo in America at one time and in San Francisco during the 1906 earthquake.
